How Scrap Car Removal Works in Richmond

Three steps, the same way we do it across the Lower Mainland.

STEP 1

Call or send us the details

Tell us the year, make and model, what’s wrong with the car, and where in Richmond it’s parked. Photos help. We give you an offer over the phone.

STEP 2

We tow it for free

We come to the car, whether it’s in a driveway, on the street, in a parkade or out in a field. Towing is free anywhere in Richmond. The driver checks the car against the photos and details you gave us. If it matches, you get the price we agreed on the phone.

STEP 3

Paid on pickup, paperwork handled

You’re paid on pickup, by cash or e-transfer, before the car leaves. We handle the ICBC transfer paperwork on the spot, so there’s no second trip for you.

Richmond’s Planning Areas, and What Changes a Pickup in Each

The City of Richmond divides itself into planning areas, and its area plans name smaller pockets such as Terra Nova and Ironwood. We cover all of them.

City Centre

Richmond’s downtown, along No. 3 Road and the Canada Line. It has far more residents than any other planning area, mostly in condo towers and mid-rises. A dead car here is usually underground, behind a gate that needs a fob.

Steveston

The old fishing village in the southwest corner, at the mouth of the Fraser River. Narrow village streets, with older houses, townhouses and waterfront condos around them.

Thompson, Seafair, Blundell and Broadmoor

The residential west and centre of the island. Thompson includes Terra Nova and Dover Crossing. Mostly detached houses and townhouse complexes, so the car is usually in a driveway or a visitor stall.

Bridgeport, West Cambie and East Cambie

The north side, around Bridgeport Road and Cambie Road, close to the bridges into Vancouver. Bridgeport is largely commercial and industrial, so cars often sit in shop lots and fenced compounds. The two Cambie areas are mostly homes.

Shellmont, Gilmore, East Richmond and Hamilton

Shellmont, which includes Ironwood, is in the southeast near Highway 99 and Steveston Highway. Gilmore and East Richmond are mostly farmland: the City says about 39% of Richmond is in the Agricultural Land Reserve. Hamilton is the community at the far east end, beside Queensborough.

Sea Island

Across the Middle Arm from the rest of Richmond. Most of it is Vancouver International Airport (YVR), with the small Burkeville neighbourhood beside it.

Condo towers and gated parkades

City Centre puts a lot of Richmond’s dead cars below ground. When you book, tell us the parkade’s height clearance, which level the car is on, whether it rolls and steers, and who can let a truck through the gate.

Farms, ditches and soft ground

On the rural side of Richmond, expect long farm driveways, open roadside ditches and ground that stays soft after rain. Tell us if the car is off the pavement, behind a gate, beside a ditch or out in a field. Seized brakes and flat tires are fine.

Richmond Rules Worth Knowing Before a Dead Car Sits Too Long

The City of Richmond and ICBC rules that come up most, in plain words, with links to the official sources.

A dead car on your own property

Richmond’s Unsightly Premises Regulation Bylaw No. 7162 says an owner or occupier can’t let rubbish collect on a property, and it counts a derelict vehicle as rubbish. That means one that isn’t validly insured or licensed, or one that can’t move under its own power or is missing parts. The bylaw leaves room for one such vehicle on a property, and only if it is parked or stored on a hard surface.

A bylaw enforcement officer can serve an order to comply, normally with 10 days to clean up. The order can be appealed to Council in writing. If it isn’t followed, the City can remove the material at the owner’s or occupier’s expense, and unpaid charges can be added to the property taxes. The City’s unsightly premises page explains how to report a property.

A dead car on the street

Richmond’s Traffic Bylaw No. 5870 says a vehicle can’t be parked in any one place on a street for longer than 72 consecutive hours. Between 8 am and 6 pm it also sets a 3-hour limit on a street beside homes or businesses, unless the property is your own, your residence or your employer’s.

The bylaw also says a vehicle can’t be parked on a street without proper, valid number plates. A vehicle that is unlawfully on a street or on City property can be removed to an impound lot, and it isn’t released until the removal and impound costs are paid. If the owner doesn’t claim it within 14 days of being given notice, the bylaw lets the vehicle be sold at public auction.

If the City has already towed it

The City’s Towing page says vehicles towed by City Parking Officers are currently towed by Rusty’s Towing, on River Road in Richmond. The address and phone number are on that page.

ICBC’s steps when you sell a vehicle

ICBC’s steps for selling a used vehicle include confirming you’re the registered owner, signing the registration, filling out the Transfer/Tax Form (APV9T), and removing your licence plates.

To cancel your insurance, ICBC says to visit your Autoplan broker with your ID, your licence plates and your owner’s certificate. You can also transfer the insurance to another vehicle. These are ICBC’s general seller and cancellation steps; we handle the transfer paperwork with you at pickup.

This is general information, not legal advice. Bylaws change, and the City of Richmond’s and ICBC’s own pages are the authority. Check them, or call the City, before you rely on any of this.

What do I need to do when scrapping a car in Richmond?

Have your government-issued photo ID and proof of ownership ready: registration, bill of sale, or insurance papers. If something is missing, call us first. Take your licence plates off before pickup, then cancel or transfer your insurance at an Autoplan broker.

How do I report illegal parking or an abandoned vehicle in Richmond, BC?
