Looking for scrap car removal in White Rock? Vancouver Scrap Car covers the whole city — from the Promenade to Uptown White Rock — with the same process we run across the Lower Mainland: one call, a same-day pickup, and cash in hand before the tow truck leaves your driveway. Bring your ID and proof of ownership — registration, bill of sale, or insurance papers — and we’ll handle the ICBC transfer paperwork on-site. Missing something? Call us first and we’ll tell you what works.

Three steps, the same way we do it across the Lower Mainland.
STEP 1
Tell us the year, make and model, what’s wrong with the car, and where in White Rock it’s parked. Photos help. We give you an offer over the phone.
STEP 2
We come to the car, whether it’s in a driveway, on the street, in a parkade or out in a field. Towing is free anywhere in White Rock. The driver checks the car against the photos and details you gave us. If it matches, you get the price we agreed on the phone.
STEP 3
You’re paid on pickup, by cash or e-transfer, before the car leaves. We handle the ICBC transfer paperwork on the spot, so there’s no second trip for you.
White Rock is small, steep and built around its beach. The City’s Official Community Plan describes it as a set of distinct character areas: the Town Centre, the Lower Town Centre, Waterfront Village, North Bluff Road, Urban Neighbourhoods and Mature Neighbourhoods. We tow for free from all of them.
The plan calls this the heart of the city, with its greatest concentration of homes, jobs and shops. Think building parkades more than driveways. Have the parking level and stall number ready.
South of the Town Centre along Johnston Road, taking in Five Corners. The plan describes a village-like character, smaller in scale. Say whether the car is at the curb or in a lot behind a building.
Marine Drive and the beach, with what the plan calls a seaside village character. The City’s Public Pay Parking page says waterfront pay parking runs from 10 a.m. to midnight all year, and that parking east of Oxford Street is capped at four hours outside the parkades. A car that won’t start can’t wait long down here.
The areas around the Town Centre and Lower Town Centre. By the plan’s description they are mainly low-rise residential buildings. Give us the unit number, and say if the car is in your own stall, a visitor spot or on the street.
Largely single family homes, and the large majority of White Rock’s land area. The plan notes that they occupy both higher and lower ground. A dead car here is usually in a driveway or carport, and the driveway may well slope.
The plan says North Bluff Road is the boundary between White Rock and Surrey. Around Peace Arch Hospital, the City’s street spaces are pay parking from 10 a.m. to midnight. Tell us which side of North Bluff the car is on.
The plan says it plainly: steep topography gives White Rock its views, and also makes the waterfront hard to reach from the Town Centre. For a tow, we need to know which way the car points on the hill, whether the brakes and steering work, and whether the wheels turn.
Cross North Bluff Road and you are in the City of Surrey, under Surrey’s bylaws and not White Rock’s. Our Surrey page covers those, and we pick up in South Surrey too.
The plan also records that Semiahmoo First Nation’s lands lie along Semiahmoo Bay, inside Surrey’s municipal boundaries. The White Rock rules below are the City’s own. They are not rules for those lands.
These are the City of White Rock’s own rules, read from its bylaws and web pages. Every card links to where we read it.
The White Rock Unsightly Premises and Graffiti Abatement Bylaw, 2013, No. 2019 says no owner or occupier may cause or permit unsightly conditions on their property. Unsightly includes rubbish or discarded materials kept where a person on the street or a nearby property can see them. The bylaw’s list of rubbish names unlicensed or uninsured, dilapidated, partly dismantled or stripped automobiles and their parts.
It also bars storing a vehicle, boat or recreation vehicle on any landscaped part of a property.
White Rock’s Bylaw Enforcement page says enforcement is complaint-based, and that a complainant’s identity is kept confidential unless they are the only witness or a prosecution is being considered. Officers try for voluntary compliance before tickets or legal action.
Under Bylaw 2019, an officer can issue a Compliance Notice with a date to fix the problem by. Miss the date and the City can do the work at the owner’s or occupier’s expense, and recover the cost like property taxes.
The Street and Traffic Bylaw, 1999, No. 1529 says no one may park a vehicle on any highway for more than 72 hours continuously. A vehicle that isn’t licensed under the Motor Vehicle Act may not be parked on a highway at all. Parking on a street mainly to wreck, store or repair a vehicle is out as well, except for emergency repairs.
The Town Centre has a shorter limit. In the area bounded by North Bluff Road, Martin Street, Thrift Avenue and George Street, the bylaw allows three hours between 8 a.m. and 6 p.m. on a street beside premises that aren’t yours or your employer’s.
The City’s Bylaws page lists a Removal and Disposal of Unlawfully Parked Vehicles Bylaw No. 1380, for vehicles unlawfully occupying a highway or public place. The posted copy is a scanned image we could not read, so we won’t describe it.
No City page we found names a tow yard. Ask the City’s Parking Services where a towed vehicle went.
Does the car carry a White Rock Resident Parking Decal? The City’s Resident Parking page says to remove it from the windshield before you sell the vehicle, and that it can go on your next one. Its parking questions page suggests a blow dryer to soften the glue.
ICBC’s steps for selling a used vehicle include confirming you’re the registered owner, signing the registration, filling out the Transfer/Tax Form (APV9T), and removing your licence plates.
To cancel your insurance, ICBC says to visit your Autoplan broker with your ID, your licence plates and your owner’s certificate. You can also transfer the insurance to another vehicle. These are ICBC’s general seller and cancellation steps; we handle the transfer paperwork with you at pickup.
This is general information, not legal advice. Bylaws change, and the City of White Rock’s and ICBC’s own pages are the authority. Check them, or call the City, before you rely on any of this.

There’s no flat rate. The offer turns on the car’s weight, its year, make and model, and whether any parts are still worth selling. Call with those details, send photos if you can, and we’ll give you an offer on the phone.
Sell it to a buyer who comes to you. We give you an offer by phone, tow the car for free, pay by cash or e-transfer at pickup and do the ICBC transfer paperwork while we’re there. Same-day pickup is often possible.
Not at the waterfront. The City’s Public Pay Parking page says pay parking there is in effect from 10 a.m. to midnight, year-round, and that Centennial Arena is pay parking 24 hours a day.
Government-issued photo ID and proof of ownership, such as the registration, a bill of sale or your insurance papers. We do the ICBC transfer paperwork with you at pickup. If something is missing, call us first and we’ll tell you what works.
